Mobility mission to France for training public health specialists

Representatives of the Hygiene Discipline within the Department of Preventive Medicine, Nicolae Testemitanu State University of Medicine and Pharmacy, benefited from an academic mobility at the University of Rouen, Department of Epidemiology and Health Promotion, France, between January 19-24, 2026.
According to Elena Ciobanu, project coordinator, the purpose of the mobility was to modernize the quality of university education in public health by developing the pedagogical and scientific skills of teaching staff, integrating the best international practices and harmonizing the study programs with European requirements and standards. "We had an intensive work and training program, the activities being organized in the university and hospital environment. We participated in meetings, visits, courses and joint activities in order to strengthen the partnership, exchange experience, modernize the educational process and develop joint projects," the project coordinator mentioned.
The delegation, represented by Associate Professors Serghei Cebanu, Angela Cazacu-Stratu, Elena Ciobanu and Catalina Croitoru, had several meetings with representatives of the University of Rouen: Joel Ladner and Marie-Pierre Tavolacci, professors at the Faculty of Medicine – the project partners; Elina Orfanoudaki and Gwenola Pernel, Department of International Relations – responsible for expanding cooperation, academic mobilities, Erasmus+ projects and initiating the partnership agreement; Dean Benoit Veber – responsible for evaluating the activities carried out, collaboration prospects and continuity of the projects, as well as with specialists in pedagogical engineering, the hospital health service and the IT service, professors, residents and doctoral students.

The academic mobility took place within the framework of the project Strengthening the partnership between France and the Republic of Moldova for the training of specialists in Public Health ("Renforcement du partenariat France – République de Moldavie pour la formation des spécialistes en Santé Publique" – FRAMO), financially supported by the Ministry for Europe and Foreign Affairs of France, through Le Fonds Équipe France (FEF-R), the French Embassy in the Republic of Moldova and the French Alliance in Moldova.
The project was launched on November 19, 2025, with the following objectives: strengthening pedagogical and scientific skills through academic mobility programs, exchange of experiences and integration of innovative teaching and assessment methods focused on health promotion and Francophone values; modernizing the curriculum of "Health Promotion and Health Education" module within the Public Health bachelor's degree program, by introducing interactive activities inspired by European best practices, focused on prevention, sustainability and inclusion, developing long-term collaboration, identifying opportunities for continued collaboration in European projects, including Erasmus+, creating and strengthening academic networks and interdisciplinary dialogue, aimed at increasing the visibility of the project and stimulating interest in Francophone cooperation.
Project implementation period: October 10, 2025 – April 15, 2026.
